The Demise of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of contrasting events captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: positive announcements are issued from multiple capitals. Immense energy is devoted on restraining particular approaches. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "settlement".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a ability provided through current data. From witness perspectives, defense planes that had been deployed to counter approaching aerial threats flew past – sophisticated military planes delivered to Ukraine by NATO members.

Shortly after, Kyiv's missile defense thundered: several firings fired to intercept a incoming threat. This was a modern interception technology at work, most likely provided by allied countries. Every firing shakes the surroundings, shaking the windows. The brief panic quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Following this, a automatic firearm opened up on a unmanned aircraft close by, part of a rapid response unit – most likely Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv awoke to the early updates: several casualties, damage and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on Western support – a need that European nations are clearly incapable to replace in the near term.

Failed Diplomacy

The detailed framework from US administration sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unrealistic to compel Moscow to surrender the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a total frontline collapse until circumstances change in its advantage.

Present Conditions

Realistically, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: political desires to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a mere seven days to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
